At least in the short term, you may build their strength back up later.
However, Reddit user TheIngloriousTIG managed to raise the Shadow Dragons' strength to three stars (or 3,200 points)beforemaking that choice. “It took a ridiculous amount of time and it’s 100 percent not worth it”, they explained. “I’m basically trying to do a deep dive into the economics of the game”.
You Can’t Do This With Treviso
To bolster a faction’s strength, you need to complete quests and sell valuables to a merchant (which also helps in upgrading a merchant).
It’s a bit of a grind, and as TheIngloriousTIG puts it, “not worth it”. Even if you side with Treviso, it’s easy to max out Minrathous' strength later on in the game, which OP did on their first playthrough without trying.
However, with the help of commenter Chieroscuro, this Reddit post did reveal something interesting about Act 1: you can’t max out Treviso’s strength before that key decision, only Minrathous'.
They explain that “There aren’t enough [Vhenadahl’s] Tears to hit shop rank 4 with the Antivan Crows before having to make the choice”. So, Minrathous actually has an advantage over Treviso early in the game, however small it might be.
